Needed to automate the task of auditing Federal Contracts...
Webenetics has teamed with MCI to develop
a web-based billing system to streamline the process of auditing
the firm's federal contract to provide comprehensive telecommunications
services domestically and internationally to all Federal agencies,
authorized Federal contractors, agency-sponsored universities
and laboratories.
A web interface, developed using ASP (Active Server Pages),
executes the many stored procedures that process the data
and displays the results. The web based auditing system
allows users from remote locations to load data feeds into
the system as well as view outputs from the system, greatly
increasing the efficiency of the billing process resulting
in invoices being generated more quickly and more accurately.

2) MCI - Specialty Brands Marketing (10-10 Dial-around)
Was losing millions of dollars in misbilled
revenue…
Webenetics helped MCI kick off the nation's first dial around
product, 10-10-321 and later managed a phone network for 4
dial around "10-10..." products. Webenetics developed
and implemented a troubleshooting process through a series
of queries, which utilized SQL Server. This process allowed
MCI to monitor call patterns and pinpoint problems before
customers were billed incorrectly.
Webenetics established contacts with engineers at all Regional
Bell Operating Companies and Competitive and Independent
Local Exchange Carriers in order to notify them of the problem
as well as to have their traffic engineers fix the problem.
Once the issue was resolved, Webenetics was able to work
with the client's Consumer Billing Audit Center to price
calls and subsequently bill customers at the correct rates.
In the course of less than three years, Webenetics strategy
was able to save over 9.5 Million dollars in misbilled revenue.
As this effort moves forward, Webenetics is identifying new
methods of troubleshooting and new ways to catch and eliminate

3) MCI - Mass Markets Billing Quality Assurance
Was in crisis due to 1) high turnaround and its resulting
brain-drain and 2) decreasing budgets and increasing workloads...
Webenetics helped the MMBQA transform itself into an excellent
organization. Faced with high turnaround and with few formal,
documented processes in place preventing adequate knowledge
transfer, Webenetics augmented staff and conducted a thorough
analysis of the entire organization.
Webenetics worked with management and staff and technical
and business users and created a best practices handbook which
outlined all processes and procedures within the organization.
Webenetics successfully transformed the organization through
the implementation of process improvements, technology and
tools, knowledge transfer and training.
Further, Webenetics developed a change management system
for the entire organization of over 40 employees and worked
with MIS representatives to create a Local Area Network (LAN)
system to provide a central repository and archive. Webenetics
then led focus groups and held JAD sessions to assist MCI
management in developing implementation plans for data migration
and administrative processes and developed sophisticated life
cycle project management tools to improve accuracy, lower
costs, and increase organizational efficiency. These custom
tools included:
1) The Level of Effort (LOE) Tool: a complex,
yet customizable automated tool based on a functional decomposition
of all organizational teams. Using a Web-like GUI developed
in Excel and Visual Basic, analysts were now able to enter
raw counts of various factors as they relate to mainframe
testing within each organizational unit. The tool allows for
easy adjustments for management and other overhead, complexity,
comfort level, as well as synergies.
2) The QA Project Tracker: a complex Access
database tool with Web-like GUI that provides for tracking
of all projects through the life cycle. It enables tracking
of Levels of Effort, benchmarks, milestones, points of contact,
and the management of issues related to each project.
3) The Capacity Analysis Tool: an Excel
tool which tracks LOE’s for multiple teams and projects
over a 16 month period and compares those numbers with overall
organizational and management capacity. Webenetics worked
with MCI management to analyze historic testing life cycles
to create the ability to calculate the LOE based on a bell
curve.
4) The QA Test Plan Tool: An Access application
that automates the development of complex test plans and allows
the QA Team to share and archive reports and databases. The
Test Plan tool included dynamic, user-driven features allowing
testers to create new testing fields and associate values
to those fields.
5) The Personnel Tracking Tool: a secure
Access Tool with multiple permission levels and Discretionary
Access Controls (DAC) providing detailed employee and contractor
information tracking to include personal information; levels;
rates; training; hire, termination and re-hire data; as well
as inventory control. Multiple pre-built reports are also
